This paper aims to identify the policy challenges facing the UK's road, sea and aviation infrastructure. Due to a wide range of regulatory constraints, it now takes longer to build critical transport infrastructure than anywhere else in the West. On average, transport infrastructure projects take 12.5 years to complete, compare to 8.8 years in the US or 9.9 years in Australia.
